Daegu City Council Member Heo Seongyoung: "33 Billion Won to Be Spent on Vacant House Demolition This Year, but Little Effect"... 6,000 Vacant Houses in Daegu
Ordinance Sponsored by Heo Passes Standing Committee Review
Seong-Young Heo, a member of the Daegu City Council (People Power Party, Dalseo District 2), announced that the "Partial Amendment Ordinance to the Daegu City Ordinance on Vacant Houses and Small-Scale Housing Maintenance," which he sponsored to improve regulations on the maintenance and utilization of vacant houses—such as easing the period for providing public land after demolition—was approved as originally proposed by the Construction and Transportation Committee during the temporary session held on the 11th.
Heo stated, "According to the 2024 administrative survey by the Ministry of the Interior and Safety, there are 134,000 vacant houses nationwide, with 6,000 in the Daegu area," adding, "Daegu City has spent approximately 3.8 billion won over four years since 2022 for the demolition and maintenance of vacant houses, and plans to invest 3.3 billion won in 2026 alone. However, the current vacant house maintenance policy is overly focused on demolition, which is insufficient as a solution to the vacant house problem."
The ordinance amendment, sponsored by Council Member Heo, eases the period for providing public land after the demolition of vacant houses from at least three years to at least one year, and retroactively applies this change to owners who previously agreed to a period of at least three years. It also expands the scope of utilization for repaired and remodeled vacant houses and specifies methods for safety measures.
Heo emphasized, "Abandoned vacant houses worsen the residential environment by causing hygiene and safety issues, lower the land value in surrounding areas, and, as a result, lead to the generation of additional vacant houses and the outflow of residents, accelerating local extinction. This ordinance will maximize the use of public land by encouraging voluntary demolition by owners after the grading of vacant houses, and will help revive vacant houses as various types of buildings, thereby creating better living conditions and revitalizing the local community."
