The committee is organized into four subcommittees: Budget & Organization; Industry, Construction & Economy; Agriculture, Tourism & Culture; and Welfare, Environment & Forestry.
The committee consists of a total of 16 members: 11 honorary transition committee members with expertise in each field, including professors, researchers, and business representatives, as well as 5 practical public officials dispatched from Haman County.

For efficient committee operation, five part-time members will be separately appointed as advisory committee members, a dedicated field communication task force (TF), and a media and policy advisory group to gather feedback directly from residents and strengthen communication.
During its operating period, the committee will follow a systematic five-step process.
In particular, the committee plans to transparently promote its weekly achievements to the media to ensure thorough operations.
On the final day, June 26, the elected mayor will personally report the final deliverables and the county administration roadmap to residents.
Afterwards, a white paper detailing the committee’s activities and budget usage will be released to residents by July 24.
Cha Seokho stated, "The transition committee was formed with a practical focus to ensure administrative continuity and reduce spending," adding, "We will thoroughly review the administrative organization and budget status, as well as the feasibility of the promises made to residents, to lay a solid foundation for a robust 9th administration that residents can truly feel."
Meanwhile, Cha Seokho previously served as the 24th Deputy Mayor of Jinju City, Gyeongsangnam-do, until October 2025.
