On June 10, the Korea Local Finance Association announced the official launch of the "Local Contract Community" to resolve difficulties faced at local government contract sites and establish a professional advisory system.

Local government contracts often involve complex laws and regulations, with project sizes ranging from tens of millions to several billion won, demanding a high level of expertise. In particular, contract disputes and responses to audits are areas with heavy workloads, leading to continued calls from field staff for a more professional support system.

In response, the Association formed the Community to establish a nationwide network of local contract experts, enabling local government contract officers to receive professional advice and support even in regional areas, and to systematically foster specialized personnel in the field of local contracts.

This Community brings together 73 experts from diverse fields, including academia, government officials, the legal profession, and field practitioners. It will be operated by region—Seoul Metropolitan Area (Seoul, Incheon, Gyeonggi, Gangwon), Central Region (Daejeon, Sejong, Chungcheong), Yeongnam Region (Busan, Daegu, Ulsan, Gyeongsang), and Honam Region (Gwangju, Jeolla, Jeju). Numerous non-metropolitan experts have also joined, taking on roles to bridge the gap in expertise between regions and to share field experiences and best practices.

The Local Contract Community will focus on four main areas: "Dispute Prevention Consulting," which provides legal and practical advice on contract disputes; "Live Consulting," a real-time, two-way, remote Q&A service; "Online Consulting," utilizing the local contract information portal; and "On-site Training," where experts visit local governments directly.

Additionally, 10 in-house experts from the Association will participate in the Community, establishing a cooperative system with external professionals and connecting a variety of field opinions and cases from local governments to institutional improvement and research projects.

The Association expects that operating this Community will reduce contract disputes and administrative burdens for local governments and help create a fair and transparent contract environment. Furthermore, it plans to expand the stable participation platform for local companies and broaden the base of experts active in the field of local contracts.

Jung Sunyong, Chairman of the Korea Local Finance Association, said, "The Local Contract Community is a nationwide network where contract experts across the country are connected and cooperate beyond regional boundaries. It is meaningful because it jointly addresses the contract disputes and challenges encountered by local governments and helps reduce the gap in contract expertise between regions."

He added, "A fair and professional local contract environment will enhance trust in local government administration and help expand the stable participation base for local businesses."
