A Narrow 55-to-48 Victory: People Power Party Chooses Gradual Change
Defeats Kim Doeup in Runoff to Become Floor Leader
Emphasizes "No Factions, No Division" and Unity
Jung Jeongsik, a three-term lawmaker from the Busan and South Gyeongsang (PK) region, has been elected as the new floor leader of the People Power Party. Although he won the run-off by defeating four-term lawmaker Kim Doeup by a margin of seven votes, the vote revealed a deep split within the party between advocates of stability and those calling for reform. As a result, "unity" has emerged as the top priority.
In the People Power Party floor leader election held at the National Assembly on June 10, Assemblyman Jung received 55 out of 103 votes in the run-off, securing his victory. Kim, who also made it to the final round, garnered 48 votes.
In the first round of voting, Jung received 47 votes, Kim received 39 votes, and Sung Iljong received 20 votes. Since no candidate secured a majority, a run-off took place, and it is believed that some of Sung's supporters shifted their votes to Jung in the final round.

View original imageThe election of Jung, who had recently served as the party's policy chief, is being interpreted as a choice by lawmakers to prioritize stability over drastic reform following the party's defeat in the local elections.
However, contrary to earlier expectations that Jung would win easily with a majority in the first round, the race went to a run-off, and the final vote difference was only seven votes. The split result of 55 to 48 is seen as evidence that voices calling for both stability and reform are sharply divided within the People Power Party.
Jung himself appeared to be aware of this, emphasizing unity as his first message after his election. He stated, "The vote I received is not a show of support for me personally, but a solemn mandate to restore public trust. There is no room for factions, division, or confrontation among us. There is only one People Power Party, devoted to serving the people."
Jung Jeongsik is a three-term lawmaker who began his parliamentary career by winning the 2019 by-election in Tongyeong-Goseong, South Gyeongsang. He was subsequently elected in both the 21st and 22nd general elections, and has served as a member of the party's emergency response committee and as policy chief.
The first major challenge awaiting Jung as floor leader is negotiating the formation of parliamentary committees with the Democratic Party of Korea. He must balance negotiations and checks on various pending issues, including responding to the Democratic Party's legislative initiatives and the special prosecutor bill regarding the cancellation of indictments.

Jung must address the situation regarding party leader Jang Donghyuk's future following the local election loss, as well as resolve internal strife known as the "Jang-Han conflict." There is also considerable pressure to present a clear direction for party reform and unity ahead of the general election.
In particular, Jung indicated that he would focus on unity in party appointments, seemingly conscious of the "pro-Yoon" faction controversy raised during the campaign. He said, "The appointments the floor leader can influence are limited to vice floor leaders and standing committee secretaries," adding, "I will ensure that those categorized as belonging to other factions from outside the party also have the opportunity to participate in managing parliamentary affairs."
Regarding Jang's position as party leader, Jung stated, "The authority of the floor leader is limited when it comes to the party leader's status," but added, "I will listen carefully to the opinions of lawmakers and the advice of senior party members, and proceed by harnessing our collective wisdom."

Meanwhile, Jang Donghyuk, the party leader who attended the general meeting, left without making any comment. Recently, Jang has been focusing only on follow-up actions to the election, such as demands for a re-vote due to a shortage of ballots and participating in protests in Jamsil.
