Paju City Secures Approval for '2040 Basic Urban Plan' with Planned Population of 760,000

Paju City in Gyeonggi Province is accelerating its efforts to become a leading city in northern Gyeonggi by finalizing the '2040 Paju Basic Urban Plan,' which presents a blueprint for urban development over the next 20 years.

View original imageOn June 8, Paju City announced that the '2040 Paju Basic Urban Plan,' which reflects a planned population of 760,000, has received final approval from Gyeonggi Province.
The Basic Urban Plan is the highest-level spatial plan that outlines the city's long-term development direction, spatial structure, population and land use plans, and development strategies for each living zone. This plan contains a mid- to long-term vision aimed at responding to the rapidly changing urban environment and establishing a foundation for sustainable growth.
Notably, this plan stands out for reflecting a planned population of 760,000. According to the current 'Guidelines for Establishing City and County Basic Plans,' the planned population is generally limited to within 110% of the future population projections by Statistics Korea unless there are special circumstances. However, Paju City was recognized for its regional characteristics and growth potential, and successfully set its planned population at approximately 130% of the Statistics Korea projection, reaching 760,000.
The city set its future urban vision as "Paju, Korea’s center of peace where people and nature coexist and grow," reflecting the policy direction and core values proposed by a citizen planning group composed of residents and experts.
The urban spatial structure has been established as a '1 central city, 2 sub-centers, and 7 local centers' system to flexibly respond to the expansion of metropolitan transportation networks such as the GTX-A Line and the Second Metropolitan Area Ring Expressway, as well as growth demand from new development projects. Through this, the city plans to simultaneously promote balanced regional development and specialized growth for each living zone.
The land use plan has also been systematically prepared. Out of Paju City’s total administrative area of 673.96㎢, 50.769㎢ has been designated as urbanized land, and 38.105㎢ as future urbanized land to meet future development demand. The remaining 585.086㎢ has been designated as conservation land to preserve the natural environment and agricultural and forestry resources, establishing a foundation for sustainable urban development.
After the approval of the Basic Urban Plan, Paju City plans to proceed with a follow-up project to reorganize the '2040 Paju Urban Management Plan.' Through this, the city aims to strengthen the connection between higher-level plans and urban management plans, and to establish a rational land use system that reflects the changed urban environment.
