KDIA Elects Civilian Full-Time Vice Chairman for the First Time in 50 Years

Namwoo Lee, former Vice Minister of the Ministry of Patriots and Veterans Affairs, has been elected as the Executive Vice Chairman of the Korea Defense Industry Association (KDIA). This marks the first time in the 50-year history of the association that a civilian has been elected to this position.

View original imageAccording to the defense industry on June 6, it was reported that "the previous day, Namwoo Lee was elected as Executive Vice Chairman after a vote by 10 member company representatives and 5 external experts." It was further explained, "He is expected to take office later this month, following the KDIA board meeting on June 8 and approval from the Defense Acquisition Program Administration."
The Executive Vice Chairman of the KDIA serves in a role that represents the voices of more than 800 member defense companies to the government, the National Assembly, and the military, and also comprehensively oversees various defense exhibitions, public relations, and warranty programs, acting in place of the non-executive chairman. However, when the association was founded in 1976 under military rule, the bylaws stipulated that "the Executive Vice Chairman shall be a retired Army lieutenant general." In practice, this meant the position was reserved exclusively for retired Army lieutenant generals, particularly those who graduated from the Korea Military Academy. In the latest recruitment, it is reported that 6 out of 7 applicants were retired military officers.
However, dissatisfaction had been mounting within the defense industry. In response, the KDIA revised its bylaws this March and publicly announced an open recruitment for one executive officer (Executive Vice Chairman). The qualifications required were: (1) a person of learning and virtue capable of contributing to the development of the defense industry, and (2) a person not affiliated with any KDIA member company. Additionally, any candidates subject to the Public Service Ethics Act were to obtain approval from the Government Public Service Ethics Committee.
Industry sources commented, "The Executive Vice Chairman, who should represent the defense industry, has until now been filled with political figures," adding, "Because these individuals often lacked industry expertise, it was difficult for the KDIA to be effectively led."

Meanwhile, Namwoo Lee, the newly appointed Executive Vice Chairman, is a graduate of Myungji High School in Seoul and holds a law degree from Seoul National University, as well as a master’s degree in international relations from the University of California, San Diego (UCSD). After passing the 35th civil service examination, he began his public career and served in roles such as Director of Health and Welfare at the Ministry of National Defense, Director of Planning at the U.S. Forces Korea Base Relocation Project Group, and Director of Planning and Management at the Ministry of National Defense. He later served as an advisor at LIG Nex1 and recently submitted his resignation in order to apply for the Executive Vice Chairman position at the KDIA.
