Ballot Quantities Calculated Based on 50% of Registered Voters

It has been revealed that some polling stations in Incheon also experienced a shortage of ballot papers on the day of the June 3 local elections. The Incheon Metropolitan City Election Commission issued an official apology on June 4, 2026.
The issues occurred at the Songdo 5-dong No. 1 polling station and the Dongchun 1-dong No. 6 polling station in Yeonsu-gu. At the Songdo 5-dong No. 1 polling station, ballot papers ran out at around 5:33 p.m. on June 3, causing about seventy voters to wait for approximately 20 minutes. Voting concluded at around 6:10 p.m., after additional ballot papers arrived.
The situation at the Dongchun 1-dong No. 6 polling station was similar. Although additional ballot papers were delivered, those were also depleted, resulting in voting being halted for about 10 minutes. Voting resumed at around 5:30 p.m. Voters who arrived before closing finished voting at around 6:25 p.m.
The Election Commission explained, "The number of ballot papers printed for Yeonsu-gu was calculated based on 50% of the number of eligible voters, considering the expected early voting rate and recent election turnout." The commission further stated, "A sudden surge in voters on election day at these polling stations led to the shortage." The final voter turnout rate in Yeonsu-gu was 62.9%, which is 11.2 percentage points higher than the 51.7% turnout in the 2022 local elections.

Meanwhile, the People Power Party claimed, based on its own tally the previous day, that ballot paper shortages occurred at a total of seventeen polling stations: eight in Songpa District, two in Gangnam, two in Seocho, one in Gwangjin, and one in Dongjak in Seoul; two in Yeonsu-gu, Incheon; and one in Dongtan District, Hwaseong, Gyeonggi Province.
