Chinese Kindergartens Promote Real-Time Monitoring Amid Child Abuse Controversy
Ongoing Debate Between Parents and Teachers Over Surveillance
Recently, a series of child abuse incidents in kindergartens across China has sparked controversy, and some kindergartens are promoting real-time CCTV monitoring capabilities, leading to a heated debate.
On June 2, Chinese media outlet Qiruidian reported, "Even with real-time CCTV monitoring for parents, audio is not available, video quality is low, and blind spots exist, so it cannot fully alleviate anxiety."

Qiruidian featured an interview with Ms. Li, a working parent who has to leave her child in kindergarten for over 10 hours a day. Ms. Li recently noticed her child's lips turning red and suspected bullying at the kindergarten. She reviewed the CCTV footage but found nothing suspicious. She later confirmed that the cause was a wet tissue used by her child and felt relieved.
Over the past few years, child abuse cases in some kindergartens have become a source of controversy, and since last year, several kindergartens have been advertising their real-time monitoring capabilities to attract students. As a result, parents can now check on their children's daily activities at kindergarten in real time, including mealtimes, playtime, and naptime.
This has led to a sharp divide in public opinion. Many parents feel reassured because they can check on their children's daily life in real time. Others say it is convenient to accurately determine the cause of incidents—such as when a young child who cannot express themselves is hurt—without misunderstandings. On the other hand, there are concerns about developing compulsive behaviors, such as checking the monitoring system more than 10 times within 30 minutes, as well as worries about infringement of teachers' rights and a decline in the quality of childcare.

Yang Yan, a kindergarten teacher in Jiangsu Province, shared an experience where a child fell from a bed and injured their arm during naptime, and she became unconsciously aware of the cameras. She said, "Knowing that parents might be watching, my mind just froze. I couldn't even frown or raise my voice." She added, "It feels like I'm wasting the energy that should go into teaching on 'acting' instead." She went on to say, "Excessive workload, constant messages, and being under surveillance make me feel disillusioned with my work."
A kindergarten teacher in Hunan Province said, "I understand the concerns of parents for their children, but they should trust the teachers' qualifications and professionalism." She added, "Direct communication is more effective in protecting children's childhood than relying solely on CCTV."
Sohu.com reported on June 1, "Rather than refreshing your smartphone 10 times in 30 minutes at a cost of 200 yuan (about 44,000 won), it is more important to communicate with teachers." The article continued, "Parents should not become 'neglectful managers' who only watch over their children through surveillance after entrusting them to a kindergarten," and added, "It seems that cold cameras may be taking away the essential warmth of education."

The report further emphasized, "CCTV is merely a tool, and the perspective from which families view kindergartens is extremely important," and stated, "Expanding communication channels that build mutual trust is the fundamental solution to reducing parental anxiety."
