As the memorandum of understanding (MOU) for ending hostilities between the United States and Iran has stalled due to U.S. President Donald Trump's refusal to approve it, Iran has once again made a "Lebanon ceasefire" a core condition for any end-of-war negotiations. With Israel recently intensifying its bombardment of Lebanon, Iran's leadership, which leads negotiations with the U.S., appears to be mounting a broad-based pressure campaign.
On June 1 (local time), Iranian Foreign Minister Abbas Araghchi stated on X (formerly Twitter), "A ceasefire between Iran and the United States means a ceasefire on all fronts, including Lebanon," adding, "A violation on any front constitutes a violation of the entire ceasefire, and the United States and Israel will be held responsible for the consequences." Mohammad Bagher Ghalibaf, Speaker of the Iranian Parliament and chief negotiator to the U.S., along with Foreign Ministry spokesperson Esmail Baghaei, also defined Israel's expanded airstrikes on Lebanon as a violation of the ceasefire by the United States and reiterated that a Lebanon ceasefire is a fundamental condition for all end-of-war negotiations.
This unprecedented, simultaneous messaging from Iran is believed to be closely related to the revised memorandum sent by the United States. Previously, the New York Times (NYT) reported that President Trump had sent Iran a revised document strengthening the terms of a provisional agreement.

It is widely speculated that, in response to Israel's strong request to eliminate Hezbollah, President Trump likely removed the Lebanon ceasefire clause from the revised proposal. Spokesperson Baghaei added that while messages continue to be exchanged with the United States, "the negotiations are being prolonged due to the United States' contradictory demands and repeated changes in position," and emphasized that all measures necessary for national security will be taken.
