Goyang Special City in Gyeonggi Province has completed the redevelopment of the district unit plans for small-scale settlements released from greenbelt (GB) zones, aiming to improve residential environments and ensure systematic urban management. The city will finalize and officially announce the decision on June 2.

View original imageAccording to the city on June 1, this redevelopment was initiated to proactively address the expiration of long-unexecuted urban planning facilities and to establish a land use system suited to current realities. Under the National Land Planning and Utilization Act, an urban planning facility loses its validity if the project is not implemented within 20 years after public notice. With the expiration date for 19 small-scale settlements approaching in July this year, the city has undertaken these improvements in response.
The city is first targeting the 19 small-scale settlements set to expire in July for redevelopment. It also plans to gradually expand improvement efforts to medium- and large-scale settlements, which have relatively larger areas and more complex stakeholder interests.
This redevelopment focuses on adjusting long-unexecuted urban planning facilities to reflect actual land use and local conditions, which had previously hindered implementation due to budget constraints and other factors. The aim is to ease unreasonable restrictions on property rights and increase land utilization, thereby improving residents' living conditions.
In the road sector, the city has revised plans to prioritize the existing roads currently used by residents and established building setback lines to secure the necessary road width. Facilities deemed difficult to implement under current development conditions will be abolished and converted into shared pedestrian-vehicle pathways to minimize inconvenience for residents.
Additionally, parking lots and buffer green spaces where projects have not been carried out for long periods will be abolished, and new public contribution measures will be introduced. While a 15% public contribution ratio will be applied, the city will also limit permitted land uses and the number of residential units to balance public interest with development.
Throughout the redevelopment process, Goyang City actively incorporated resident feedback by consulting relevant departments and agencies and holding public hearings. All administrative procedures, including reviews by the Gyeonggi-do Urban Planning Committee and the city's Urban Architecture Joint Committee, have been completed.

A Goyang City official stated, "This redevelopment of the district unit plans for small-scale GB release settlements will resolve the long-standing issue of private property restrictions for residents and provide a realistic improvement to settlement conditions. Moving forward, we will continue phased improvements for medium- and large-scale settlements to achieve systematic urban management and enhance citizens' quality of life."
