8 Out of 10 Real Estate Tax Evasion Reports Concentrated in the Seoul Metropolitan Area
633 Cases in the Metropolitan Area, 147 in Non-Metropolitan Regions
Rewards of Up to 4 Billion Won at Stake
It has been tallied that 8 out of every 10 reports submitted to the National Tax Service's Real Estate Tax Evasion Reporting Center—which offers rewards of up to 4 billion won—are concentrated in the metropolitan area, including Seoul, Gyeonggi Province, and Incheon.
According to data titled "Number of Real Estate Tax Evasion Reports Received by Regional Offices," submitted by the National Tax Service to the office of Assemblyman Cha Kyugeun of the Rebuilding Korea Party, a member of the National Assembly's Strategy and Finance Committee, a total of 780 reports were filed from the center's launch in November of last year through the end of March. Of these, 633 cases (81%) were concentrated in the metropolitan jurisdictions of Seoul, Jungbu, and Incheon. Seoul received the highest number with 322 cases, followed by Jungbu with 164 cases and Incheon with 147 cases.
In January of this year alone, 291 cases were reported, accounting for 37% of the total. Even then, the proportion of reports from the metropolitan area reached 93% (270 cases).
The Real Estate Tax Evasion Reporting Center was established to eradicate tax evasion through unlawful gifts and fake contracts in real estate transactions. If a whistleblower provides important information and more than 50 million won in additional tax is collected as a result, a reward of up to 4 billion won is paid according to the amount of tax collected.

Assemblyman Cha stated, "The fact that more than 80% of all reports are concentrated in the metropolitan area and that reports surged in a short period indicates a strong public will to monitor real estate tax evasion in the region. The National Tax Service must not stop at merely receiving reports; it should promptly and thoroughly verify each report and ensure that actual tax collection is carried out."
