Samsung Transcorporate Union to Restructure Bargaining by Separating DS and DX Divisions, Moves to Resolve Internal Conflict

The Samsung Group Super-Enterprise Union Samsung Electronics Branch (Super-Enterprise Union), which represents the majority of union members at Samsung Electronics, announced plans to reorganize into a 'two-track negotiation system' that separates the semiconductor division and the finished products division. This move appears aimed at resolving conflicts between business divisions that surfaced during this year’s wage negotiations, and at collecting more structured feedback from each division.
Chey Seungho, Chairman of the Super-Enterprise Union, announced this renewal plan on the 28th through a statement titled 'Guidance on Future Negotiations and Union Operations Direction.'
First, the union plans to separate the Device Solutions (DS) division and the Device Experience (DX) division. Chairman Chey explained, "Going forward, negotiations within the Super-Enterprise Union will be managed with separate executive teams for DS and DX divisions, so that each unit's unique circumstances and issues can be reflected." Of the eight executive members, five are from the DS division and three are from the DX division.

View original imageFor the DS division, the union stated it will assess the management status of System LSI and Foundry, and demand that the company present a vision for returning to profitability. Additionally, the union pledged to meet directly with CSS members who were not addressed in the 2026 negotiations and demand from the company both the continuation of their business and improvements in their treatment.
For the DX division, the union promised to appoint two new executives exclusively in charge, in order to build a system that can focus on members’ demands. It also added that, during future DX division negotiations, other organizations will be allowed to participate to gather a wider range of opinions.
He said, "I apologize for past mistakes and will fulfill my responsibilities as chairman," expressing regret for inappropriate remarks and behavior during the negotiation process. He also stated that he will undergo a 'Chairman Confidence Vote' on June 17 to be evaluated for his continued leadership.

He added, "The Super-Enterprise Union will reorganize the organization with two main pillars: preparing for the 2027 wage and collective bargaining agreement, and establishing operational systems for both DS and DX divisions," vowing, "We will do our utmost in the next negotiation to deliver more satisfactory results than in the 2026 talks."
