Prosecutors who uncovered and brought to trial a real estate speculation group that illegally converted approximately 11,000 square meters of farmland near Osong Station have been selected as a model case by the Supreme Prosecutors' Office.

View original imageOn May 28, the Supreme Prosecutors' Office announced that it had selected four cases from criminal cases handled nationwide in April that embodied the spirit of “Prosecution Serving the People” as outstanding criminal investigation cases. Additionally, five prosecutors were recognized for handling transfer cases swiftly and thoroughly.
Kang Hwa-yeon (Judicial Research and Training Institute, 40th class), Kim Hyung-chul (2nd bar exam), and Han Sang-kyu (11th bar exam) of the Criminal Division 2 at Cheongju District Prosecutors' Office discovered further evidence of crime while analyzing seized items from a farmland law violation case involving a real estate agent who had been referred without detention. Through supplementary investigation, the prosecutors revealed that the agent had acted as a professional broker specializing in illegal farmland conversion, unlawfully turning about 11,000 square meters of farmland near Osong Station into residential land. The prosecution directly detained and indicted the main broker, and indicted a total of 32 related real estate speculators.
A case that strengthened the protection system for stalking victims was also among the selected cases. Prosecutor Sung Yooseok (13th bar exam) of the Criminal Division 2 at Bucheon Branch Prosecutors' Office developed a temporary protective order application form using the stalking provisional measure checklist distributed by the Supreme Prosecutors' Office. He then reviewed all 65 stalking cases in which provisional measures had been implemented at the judicial police stage, and re-applied for or extended provisional measures in 14 cases, with 13 of these being granted.
Another selected case involved overturning a police decision not to refer a juvenile sexual violence case through supplementary investigation. Prosecutor Lee Huiseo (45th class) of the Women and Children Crime Investigation Division at Seoul Northern District Prosecutors' Office used detailed video analysis and a complete re-investigation of the suspects to establish that the 15-year-old victim was in a state of unconsciousness due to intoxication when four suspects jointly committed quasi-rape and recorded the crime illegally. The prosecution directly detained the two principal offenders and referred all four suspects to trial.

Additionally, Jinsoon Lee (40th class) of the Women and Children Crime Investigation Division at Daegu District Prosecutors' Office was recognized for directly detaining a suspect who had secretly installed a hidden camera in a motel more than 20 years ago, filmed sexual acts, blackmailed the victims for money, and then fled overseas. The prosecution restored and digitized previously seized videotapes and audiotapes, reviewed related case records, and secured a confession from the suspect.
