The campaign team of Kim Daejung, candidate for superintendent of education in Jeonnam-Gwangju Special Integrated City, has taken a strong stance by filing a complaint with judicial authorities against a rival candidate’s malicious defamation that crossed the line in the final stage of the election. The decision was made out of concern that the election landscape is being muddied by the malicious distortion and dissemination of matters that the police have already concluded as "no suspicion."
On May 26, Kim Daejung’s campaign committee, "Chakchak Camp," announced that it had filed complaints with the Gwangju Election Commission and the Gwangju Police Agency against candidate Jang Kwanho for violating the Public Official Election Act (spreading false information) and the Information and Communications Network Act (defamation). The complaint was filed through the law firm Yangyoung & Junghoon.

The core of the complaint submitted by Chakchak Camp is that Jang’s team distorted and publicized a case that had already been closed with a "no suspicion" verdict as if it were still under investigation. Previously, on October 14 last year, Jang’s team filed a complaint with the Jeonnam Police Agency against Kim for violating the Improper Solicitation and Graft Act and for bribery. However, on February 4 this year, the Jeonnam Police Agency decided to drop the case with a "no suspicion" decision.
According to the campaign, despite being fully aware of the outcome of the case he had reported, Jang recently posted a web poster on his official Facebook account stating, "Superintendent candidate Kim Daejung under investigation for bribery and other charges." The campaign claims that this was a clear dissemination of false information intended to hinder Kim’s election.
Expressions found in Jang’s campaign pledge booklet have also come under scrutiny. In the booklet, Jang’s team raised suspicions against Kim, alleging that he was "living in a luxury government residence on rent." In response, Chakchak Camp countered, "Candidate Kim has signed a normal, private rental contract for a house in Muan-gun, Jeonnam, and the police have already decided not to forward the case, so there is no legal issue," adding, "Nevertheless, including such expressions in the pledge booklet and spreading them is malicious black propaganda."

The law firm Yangyoung & Junghoon stated, "Candidate Jang Kwanho could easily check the investigation results of the case he reported himself," and asserted, "He intentionally disseminated false information with clear intent," reinforcing the legal responsibility.
Chakchak Camp also emphasized, "Acts that undermine a candidate’s morality are serious crimes that can critically impact election results," and added, "Since the defamatory acts were carried out using highly influential channels—SNS and the pledge booklet—right before the election, we urge the judicial authorities for swift and severe punishment."
In addition, the campaign plans to operate an "Online Election Irregularity Monitoring Team" to monitor illegal election activities and the dissemination of false information online in real time until election day, stating it will respond with a zero-tolerance policy.
