A bill has been proposed to introduce competency assessments for senior fire officer candidates and to expand personnel exchanges for fire officers at the command level nationwide. The purpose of this bill is to strengthen the verification of command-level capabilities and to increase promotion opportunities for outstanding commanders.
Hyunil Chae, a member of the National Assembly's Public Administration and Security Committee from the Democratic Party of Korea, announced on the 22nd that he had sponsored the "Partial Amendment to the Fire Officers Act" containing these provisions.
The core of the amendment is to allow the President to oversee and coordinate personnel affairs for fire officers as needed and to implement competency assessments for senior fire officer candidates.
Under the current law, the authority over personnel decisions for fire officers at the rank of Fire Superintendent or higher has been delegated to provincial governors, so personnel actions such as promotions and transfers have only been possible within each province or city. As a result, in some regions, even outstanding commanders have been blocked from promotion due to local position quotas. There have also been criticisms that commanders, by repeatedly dealing only with routine disasters, have seen a decline in their ability to respond to a variety of disaster situations.
The amendment allows the President to oversee and coordinate personnel affairs for fire officers as needed, facilitating more active personnel exchanges between fire agencies and enabling a more balanced allocation of human resources. This is intended to enhance the ability of command-level officers to respond to various disaster environments.
The bill also includes the implementation of competency assessments for senior fire officer candidates. The aim is to select outstanding commanders for senior positions regardless of their work location and to promote personnel exchanges between provinces and cities, thereby ensuring the provision of high-quality and equitable fire safety services nationwide.
