Kim Hasu, the People Power Party candidate for Cheongdo County Governor, has officially adopted and announced his first “Cheongdo County Residents Policy Proposal Pledge,” reflecting the region’s entry into a super-aged society.

View original imageOn May 20, Kim announced that the first achievement from this initiative is the selection of the “Three Major Policies Tailored to a Super-Aged Society.”
This first pledge goes beyond simple cash-based income support. It focuses on “lifestyle-oriented welfare and co-prosperity policies” that directly address the daily needs of seniors, such as hygiene, beauty, and health management.
The pledge to introduce the “Youthful Beauty Voucher” targets all residents of Cheongdo County aged 70 and older. “To help seniors maintain their dignity and boost their self-esteem, we plan to provide a Youthful Voucher Card (or a designated Cheongdo Love Gift Certificate) that can be freely used at local beauty salons and barbershops. This will be distributed quarterly within the limits of the county budget,” the campaign stated.
To this end, Kim also stated, “We will sign a memorandum of understanding (MOU) with local beauty and hairdressing associations and seek to expand the number of senior-friendly discount partner businesses.”
The “Happy Bathing Expense Support Project” will minimize out-of-pocket expenses for seniors aged 65 or 70 and older, as well as vulnerable groups, when they use local public bathhouses and hot springs. The remaining costs will be covered by the county budget.
Kim emphasized, “Older adults have a strong desire to maintain their appearance and health in order to remain socially active. We will establish a regular welfare system to ensure proper hygiene management and will also consider linking ‘bathhouse shuttle buses’ or ‘happy taxis’ for seniors living in areas with poor transportation.”
The “Climate Change Response and Co-Prosperity Health Support” pledge for elderly street vendors at traditional markets is an environmental improvement measure for street vendors aged 60 and older at Cheongdo Traditional Market, who continue their livelihoods in extreme weather conditions such as heat waves and cold snaps.
This policy aims to both guarantee the health rights of elderly vendors and create a more pleasant environment in traditional markets, thereby increasing visitor satisfaction and revitalizing the markets—a dual benefit.
Kim Hasu stated, “Rather than welfare that remains at the level of grand discourse, I am committed to implementing welfare administration that residents can truly feel in their everyday lives, such as eating, washing, and grooming.”

He added, “The direct financial support for local beauty salons, bathhouses, and traditional markets will revitalize the grassroots economy led by small business owners. My goal is to transform Cheongdo County into an ‘advanced rural welfare model for a super-aged society,’ where seniors are not simply recipients of welfare, but empowered consumers and partners in the local economy.”
