Securing 39 Times More External Funding Compared to Internal Resources

Seo-gu District in Gwangju Metropolitan City is achieving remarkable results through the implementation of various policy initiatives linked to the Local Innovation-based University Support System (hereinafter referred to as RISE).
On May 19, Seo-gu District announced that last year, 20 departments participated and worked with 7 universities to carry out a total of 44 collaborative projects in diverse fields such as employment, entrepreneurship, childcare, and lifelong education.
The total project budget amounted to 489 million won, of which 477 million won, representing 97.5%, was secured through the RISE program. This achievement attracted approximately 39.4 times more external funding compared to the district’s own resources.
There have also been notable achievements in global promotion.
Seo-gu District produced a promotional video introducing the district’s K-beauty and tourist attractions together with Vietnamese students from Gwangju Health University. The video was broadcast on Hanoi TV, Vietnam's national television network, garnering significant attention.
Long-term and mid-term initiatives to address local community issues are also underway.
Seo-gu District is collaborating with Chosun College of Science and Technology and Honam University to operate living laboratories, such as research on creating crime-prevention and safety environments and improving resident-led waste disposal culture, applying university expertise to resolve local challenges.
This year, Seo-gu District plans to further expand RISE-related projects. It is negotiating with partner universities—including Gwangju Health University, Chosun College of Science and Technology, and Honam University—to implement 73 projects with a total budget of approximately 1.33 billion won.

Lee Hojun, the policy chief, stated, "Going forward, we will continue to strengthen the conditions for local settlement by consistently discovering and spreading resident-centered, mutually beneficial models in education, culture, and welfare based on cooperation between the community and universities."
