The Yeongyang County Election Commission in North Gyeongsang Province reported on May 14 that it has filed a complaint with the Yeongdeok Branch of the Daegu District Prosecutors' Office against Mr./Ms. A, the spouse of a preliminary candidate for the North Gyeongsang Provincial Council election, on charges of making donations to multiple voters in the constituency.
According to an official from the North Gyeongsang Election Commission, "From late last year to mid-January this year, Mr./Ms. A is suspected of providing one hat (valued at 15,000 won each, totaling 105,000 won) to each of seven voters in the constituency (including one person with a personal connection to the voters)." The official added, "If a person who is prohibited from making donations either receives or requests such donations, an administrative fine of between 10 and 50 times the value of the provided items (up to a maximum of 30 million won) may be imposed. Therefore, voters should exercise particular caution."
According to Article 113, Paragraph 1 of the Public Official Election Act, candidates (including those intending to become candidates) and their spouses are prohibited from making donations to individuals, institutions, organizations, or facilities within the constituency, as well as to persons outside the constituency who have a connection to the voters.

The North Gyeongsang Election Commission also stated, "Violations of this provision may result in imprisonment for up to five years or a fine of up to 10 million won. If the candidate's spouse is convicted of violating the election law and receives a fine of 3 million won or more from the Supreme Court, the candidate's election will be invalidated."
