These candidates banded together after the Democratic Party of Korea submitted a bill on April 30 titled "Act on the Appointment of a Special Prosecutor to Investigate Alleged Fabricated Investigations and Indictments by Prosecutors’ Office, National Intelligence Service, Board of Audit and Inspection under the Yoon Suk-yeol Administration." Among the 12 cases specified in the bill as investigation targets, 8 are related to President Lee.
On the same day, candidate Oh appeared on YTN Radio’s "Jang Sung-chul’s News Myeongdang" and stated, "The rule of law and democracy are the foundations of our country, and for the president himself or the ruling party to declare their intention to destroy these principles would be something the public could never accept."

This opposition coalition is seen as a strategy to appeal to centrist voters in the Seoul metropolitan area. There is also speculation that this movement could develop into a nationwide alliance. Oh added, "I received a message from mayoral candidate Choi Min-ho in Sejong that all four local government head candidates in the Chungcheong region have expressed their full support." Um Kyung-young, head of the Zeitgeist Institute, analyzed, "For conservatives, this is an opportunity for unity, and for moderates, it could ignite the idea of checking the ruling party’s dominance."
