[Exclusive] "Reported Sexual Assault But No Charges?"... Retaliatory 'Kidnapping and Torture' Couple Caught in Prosecution’s Supplementary Investigation
Retaliation After Sexual Assault Case Dismissed
Forcing and Recording False Confessions: "I raped her"
Prosecution Secures Evidence Through Supplementary Investigation and Forensics
Additional Investigation Underway After Identifying
A woman in her 20s and her boyfriend have been indicted on charges of kidnapping, torturing, and robbing the victim in an act of retaliation after the sexual assault case she reported was closed without charges. Although the incident could have been treated as a simple case of robbery and bodily injury during the police investigation, a supplementary investigation by the prosecution revealed that it was a premeditated crime aimed at forcing a false confession.
According to legal sources on April 24, the Criminal Division 2 of the Incheon District Prosecutors' Office (headed by Chief Prosecutor Yoon Wonil) indicted Ms. A, a woman in her 20s, and Mr. B, a man in his 30s, on April 14 and placed them under detention on charges including aggravated robbery, aggravated coercion, and aggravated assault.
The two, who are in a romantic relationship, broke into the home of the victim, Mr. C, on March 22, bound Mr. C with duct tape, and inflicted injuries with a weapon more than 20 times. They threatened Mr. C with a weapon, forced him to make a false confession admitting "I raped Ms. A," and pressured him to make the same statement at the police station. They also took 13 million won in cash from Mr. C.
The crime began when the sexual assault complaint that Ms. A had filed against Mr. C was dismissed without charges. The local police decided not to refer the case for prosecution, citing, among other evidence, a recorded conversation that made it difficult to find Mr. C guilty. Harboring resentment, Ms. A and Mr. B committed the retaliatory crime with the intent to forcibly extract a false confession from the victim.
The police arrested and detained the suspects the day after the crime. While there was a risk the case might have been concluded as merely a robbery and bodily injury case involving a weapon, the prosecution’s supplementary investigation uncovered the full circumstances. Prosecutors quickly seized the suspects’ mobile phones and launched a comprehensive forensic analysis.
It was revealed that they had used a private detective agency to locate Mr. C’s new residence after he secretly moved following the sexual assault investigation, and that they conducted surveillance and meticulously planned the crime in advance. The supplementary investigation also secured as key evidence an audio recording of Mr. C’s coerced false confession.

The prosecution is continuing additional investigations, giving considerable weight to the possibility that Ms. A’s initial sexual assault accusation may have been false. Prosecutors have seized the victim’s mobile phone and the tools used in the crime to actively review whether to charge Ms. A with making a false accusation. The prosecution stated, "Through an active supplementary investigation, we have secured key evidence and clarified the full details of the crime. We will do our utmost to ensure that a sentence commensurate with the severity of the crime is imposed."
