Gimcheon Yeonhwaji Cherry Blossom Festival Establishes "Three-No Festival" Model
Breaking with Tradition: Prioritizing Visitor Safety and Convenience Over Ceremonies
300,000 Visitors
No Formal Opening, No Price Gouging, No Safety Incidents
Gimcheon City in North Gyeongsang Province announced that the "2026 Yeonhwaji Cherry Blossom Festival," which was held for 10 days from April 1 to 10, concluded with a record-breaking 300,000 visitors. However, what truly stood out beyond the festival's glamorous appearance was the city's outstanding administrative capabilities.
In planning this year’s festival, the city set its primary principle as a "three-no festival": no formal opening ceremony, no price gouging, and no safety incidents. By boldly omitting the opening ceremony, which typically centers around VIP protocol, the city instead redirected the allocated budget and personnel to on-site safety management and enhancing visitor convenience—demonstrating a model of pragmatic governance. This meticulous administration, shaped from the perspective of visitors, drew praise such as, "It was great to be able to fully immerse myself in the cherry blossoms and the festival atmosphere."
Furthermore, the city ensured a clean and fair festival by completely eliminating excessive pricing, a chronic issue at festivals nationwide. Before the event, participating vendors were strictly selected through an open application process, and price negotiations for each item were conducted in advance, resulting in reasonable prices that visitors could accept.
The implementation of fixed pricing and adherence to hygiene regulations for food offerings earned the trust of festivalgoers. Many visitors to Yeonhwaji remarked, "I was surprised by the honest prices despite it being a famous tourist spot," and "It was reassuring to enjoy the festival without worrying about excessive charges," expressing their satisfaction.
Another notable achievement was that not a single safety incident occurred, despite the record crowd of 300,000 over ten days. The city deployed safety personnel at all key entrances and crowded areas to monitor visitor flow in real time, and operated a one-way movement system within the festival grounds to maintain an orderly environment. In addition, close cooperation with related organizations—including the Gimcheon Fire Station, Gimcheon Police Station, and the Model Drivers' Association—contributed to the flawless safety record of the festival.

Jo Hyunae, acting mayor of Gimcheon City, stated, "The success of this festival was not just due to the beauty of the cherry blossoms, but also the civic awareness of those who endured inconveniences and maintained order, as well as the meticulous administrative efforts of public officials working behind the scenes." She added, "We will continue to boldly eliminate excessive protocol and formalities, and further develop the Yeonhwaji Cherry Blossom Festival into a premium event through robust administration."
