Seongnam City in Gyeonggi Province (Mayor: Shin Sang-jin) has introduced a "time-restricted speed limit" within child protection zones (school zones) to alleviate traffic congestion and improve driver convenience. Starting on April 10, the city announced that speed limits in major child protection zones within Wirye New Town will be flexibly managed according to specific time periods.

View original imageThis measure was introduced in direct response to citizens' feedback that the uniform 30 km/h speed limit, which applies even during late-night hours when there is no student commuting, causes inconvenience. This marks the first time such a system has been implemented in Seongnam City.
The designated areas include three school zones along Wirye-daero and Wirye-seoro, specifically near Wirye Jungang Elementary School, Wirye Goun Elementary School, and Wirye Hanbit Elementary School.
The speed limit will remain at 30 km/h during daytime hours (7:00 a.m. to 9:00 p.m.), while it will be relaxed to 50 km/h at night (9:00 p.m. to 7:00 a.m. the following day). The same regulations will apply on weekends and public holidays.
In Wirye, where traffic congestion is chronic, the need for flexible speed limit management has been consistently raised, as the same restrictions have applied at night despite a decrease in traffic volume. Accordingly, the Seongnam Sujeong Police Station gathered input from stakeholders, including parents, the Green Mothers' Association, and school principals, and selected the zones through the Traffic Safety Facilities Deliberation Committee.
Prior to implementation, the city completed related preparations, including installing advance informational signs, updating start-point signs for the time-restricted sections, and marking revised speed limits on the road surface.
Additionally, speed enforcement cameras in the designated sections will be operated in coordination with the police to correspond with the flexible operating hours.

An official from Seongnam City stated, "Since protecting children is our top priority, we will maintain the existing level of safety during the day, while improving traffic flow at night to reduce inconvenience for citizens." The official added, "Based on the results of this pilot program, we will work with the police and other relevant agencies to consider expanding the system."
