The Jeonnam Provincial Office of Education has joined forces with the union to establish practical institutional measures aimed at protecting the human rights of general civil servants and fostering a healthy organizational culture.
According to the Jeonnam Provincial Office of Education on April 8, the provincial office and the Local Government Employees' Joint Negotiation Team signed a collective agreement at the office that focuses on improving the working environment and providing customized support for general civil servants.

View original imageThis agreement outlines implementation plans in four main areas: protection of human rights for general civil servants, creation of a healthy organizational culture, establishment of a pleasant working environment, and reduction of work burdens at school sites. First, labor and management agreed to establish a "Human Rights Team for General Civil Servants" to ensure fair labor rights and to provide education on human rights and anti-discrimination.
In addition, new standards for installing various convenience facilities, including rest areas for men and women, will be established at each institution to help create a pleasant working environment. Measures to eliminate unhealthy organizational practices are also included. A dedicated reporting and counseling channel for workplace bullying and abuse of authority will be opened, and efforts will be made to improve unfair work orders and gender-discriminatory culture.
Furthermore, the system will be further strengthened to ensure that the opinions of members are actively reflected when promoting school-related projects. Solutions have also been devised to address the chronic issue of excessive workloads at schools. The agreement specifies effective support measures such as reducing work burdens through administrative streamlining, expanding participation in Jeonnam education policy briefings, and addressing legislative gaps related to the legal status of school administration offices.
Within and outside the education sector, the signing of this collective agreement is being evaluated as a meaningful step forward, not only for the substantial improvement of the working environment for general civil servants but also for the efficient administrative support of educational sites.
