Regarding President Lee Jaemyung's remarks on March 31 about the possible use of an emergency fiscal order, the Blue House explained, "This means that all policy tools may be mobilized in the event of an economic crisis or emergency situation."
Kang Yujeong, spokesperson for the Blue House, stated at a press briefing at Chunchugwan on the same day, "The emergency fiscal order is an exclusive power granted to the president under the Constitution," and made this comment.
The emergency fiscal order is a presidential authority stipulated in Article 76 of the Constitution, which allows the president to take economic measures without the consent of the National Assembly in the event of a severe crisis or similar situation. At the earlier Cabinet meeting, President Lee requested measures in response to the Middle East situation, stating, "In urgent cases, the emergency fiscal order prescribed by the Constitution can be used."

Meanwhile, at the Cabinet meeting on March 31, President Lee expressed concerns over the "Busan Global Hub City Special Act." President Lee pointed out, "There are cases where legislative initiatives by lawmakers end up being populist," and "If something is pursued just because it is deemed necessary, it may actually become a burden on the government and later create situations where implementation becomes extremely difficult."

Regarding this, spokesperson Kang commented, "Since there are a great many metropolitan and special cities in our country, there is a question of whether every local government administration needs a special law," adding, "Unless it is something differentiated that can truly enhance the quality of life for the public, the president's remarks should be interpreted as meaning that it is not advisable to create special laws simply by including the name of a local region."
