During the plenary session, the committee tabled the motion to adopt the confirmation hearing report for Park and approved it through bipartisan agreement.
This decision appears to have been influenced by the absence of any clear disqualifying factors during the previous day's confirmation hearing, as well as the fact that the position of Minister of Planning and Budget had remained vacant for an extended period. The Ministry of Planning and Budget was established following the amendment to the Government Organization Act, which separated the Ministry of Economy and Finance into the Ministry of Finance and Economy and the Ministry of Planning and Budget. Since its establishment on January 2, the ministry had remained without a chief for nearly three months.

Park, who has served four consecutive terms as a National Assembly member from the 19th to the 22nd session, has built up his expertise in fiscal affairs by serving as floor leader of the Democratic Party of Korea and as chairman of the Special Committee on Budget and Accounts. He also participated in the creation plan for the Ministry of Planning and Budget as a member of the National Policy Planning Committee under the Lee Jaemyung administration.
