According to the Korean Central News Agency, North Korean leader Kim Jong Un, in his policy speech at the first session of the 15th Supreme People's Assembly held the previous day, stated, “We will absolutely and irreversibly strengthen our status as a nuclear-armed state and aggressively wage a struggle against hostile forces to crush all anti-Republic provocations.”
He particularly reiterated his hostile stance, saying, “We officially recognize South Korea as our most hostile nation, and will thoroughly reject and ignore them with the most explicit words and actions. If South Korea dares to provoke our Republic, they will face ruthless consequences without the slightest hesitation or consideration.” However, he did not mention whether a constitutional amendment had been made to explicitly define inter-Korean relations as those between two hostile states.
Additionally, while commenting on instability in the Middle East, Kim Jong Un did not directly criticize U.S. President Donald Trump. He also said, “The United States is currently committing acts of state terrorism and aggression all over the world,” and described “the current global reality as one where the dignity and rights of sovereign states are being helplessly trampled by unilateral power and tyranny.”
He continued, “Today’s reality clearly proves how justified our country’s strategic choice and decision to reject the enemies’ sweet talk and make our nuclear status permanent and irreversible really is,” thereby justifying North Korea’s policy of strengthening its nuclear capabilities.
