Facing criticism for its inadequate response to a recent stalking-murder case in Namyangju, Gyeonggi Province, the police have established a strict new policy requiring that arrest warrants for high-risk perpetrators be requested within one week. Yoo Jaesung, Acting Commissioner of the National Police Agency, personally inspected areas with high public safety needs and called for strong measures.
On the morning of March 20, Yoo Jaesung visited Bucheon Wonmi Police Station in Gyeonggi Province to check the progress of the comprehensive inspection of relational crimes. A task force has been formed at each level, led by the head of the Public Safety Division at the city or provincial police agency and by each police station chief, to ensure a thorough review of cases under the supervision of each station chief.
Based on the inspection results, instructions have been issued to strengthen risk classification and implement immediate actions. Specifically, for high-risk perpetrators, an arrest warrant must be requested within seven days, and interim measures such as the simultaneous and mandatory enforcement of electronic location tracking devices (Type 3-2) and detention in holding cells (Type 4) are required. These actions were introduced after the police failed to apply for the Type 3-2 measure—which could have prevented the crime—even when the suspect's threat level was evidently high in this recent case.
Acting Commissioner Yoo stated, "Stalking is a heinous crime that destroys victims' peace of mind and emotional well-being by instilling constant anxiety about when harm might occur. For high-risk individuals, conduct prompt and thorough preliminary investigations, and whenever possible, request the installation of electronic monitoring devices, detention, and an arrest warrant within seven days."
He also stressed that, for victims in cases classified as high-risk, robust safety measures such as private security and intelligent CCTV systems must be implemented in parallel. He urged continued efforts to protect victims even after the comprehensive inspection is complete.
Acting Commissioner Yoo also listened to the concerns of on-site officers. Acknowledging the institutional limitations that make field response difficult in cases such as dating violence, he committed to pursuing institutional and legislative improvements.
Meanwhile, on the morning of March 14, in Onam-eup, Namyangju, Gyeonggi Province, a man in his 40s, identified as Mr. A, fatally stabbed a woman in her 20s with whom he previously had a common-law relationship. Mr. A had been reported multiple times for violence and stalking and was subject to Types 1, 2, and 3 interim orders under the Stalking Punishment Act, which prohibited him from coming within 100 meters of the victim's residence and workplace. However, Mr. A waited near the victim's workplace and committed the crime.
