Incheon Launches 'Corporate Safety Legal Support Team' to Respond to Yellow Envelope Act and Serious Accidents Act
On March 17, the Incheon Metropolitan Government announced the launch of the "Corporate Safety Legal Support Team" to respond to the recently enforced "Yellow Envelope Act" (the amended Trade Union and Labor Relations Adjustment Act) and the strengthened Serious Accidents Punishment Act.
The support team is comprised of private-sector experts with extensive hands-on experience, including labor attorneys, lawyers, and university professors. It is divided into three specialized groups focusing on human resources and labor, legal affairs, and safety.
The main activities include operating a consultation desk at the Incheon Corporate Management Support Center, providing online consultations, conducting on-site consultations for interested companies, and hosting response seminars and conferences. The city plans to analyze the demand for these support services from companies and to reinforce dedicated personnel and appoint additional experts as needed.

This initiative is particularly meaningful as it establishes a specialized support system at the municipal level, at a time when corporate concerns are growing due to the expanded scope of responsibility for principal contractors regarding subcontracted workers and the restrictions on damage claims related to strikes, following the implementation of the Yellow Envelope Act.
An official from the Incheon Metropolitan Government stated, "Through the support team, we aim to create an environment where local small and medium-sized enterprises can operate with peace of mind, free from legal uncertainties," adding, "We will go beyond simple legal consultations to provide support measures that offer practical help at business sites."
Meanwhile, as the first activity of the support team, a "Corporate Response Strategy Seminar on the Yellow Envelope Act and the Serious Accidents Punishment Act" will be held at Incheon Technopark on March 18.
