Daegu Labor Office Imposes 12.9 Million Won Fine on Taewang E&C for Myeonchon Station Accident, Pursues Judicial Action
Unannounced Inspections Planned for Other Worksites
The Daegu Employment and Labor Office announced on March 10 the results of its workplace inspection concerning the "Myeonchon Station Underground Passage and Entrance Construction Project" in Myeonchon-dong, Suseong-gu, Daegu, which is being constructed by Taewang E&C Co., Ltd., in relation to the recent "drilling rig overturn accident" at the site.
Immediately after the accident, the Daegu Labor Office dispatched personnel to the site to investigate the cause and conduct occupational safety and health supervision. As a result of the safety and health inspection of four companies at the accident site, including Taewang E&C Co., Ltd. and its subcontractors, the authorities identified seven violations of the Occupational Safety and Health Act, such as the absence of safety railings and failure to ground the exterior of the distribution panel. Judicial proceedings are currently underway for these violations. Additionally, administrative fines totaling 12.9 million won were imposed for three cases, including inadequate management of the Hazard and Risk Prevention Plan.
The Daegu Labor Office stated, "Although there was a need to revise and maintain the Hazard and Risk Prevention Plan due to changes in construction methods, the plan was not updated and kept as required."
The Daegu Labor Office further explained that, based on the investigation results, the accident was presumed to have been caused by a mechanical defect in the drilling rig. Accordingly, the authorities are conducting additional investigations into the drilling rig and have actively guided the replacement of the existing equipment.

Hwang Jongcheol, Head of the Daegu Labor Office, emphasized, "Based on these inspection results, we must ensure that similar accidents do not recur." He added, "During upcoming unannounced inspections of Taewang E&C Co., Ltd. construction sites in the region, we will focus on verifying the proper management of construction machinery and take strict action in accordance with the Occupational Safety and Health Act and relevant regulations."
