On the 12th, the county government signed a "Daebul Industrial Complex RE100 Support Agreement" at the county office with Korea Industrial Complex Corporation, Korea Midland Power, KC, and Sejin Engineering.
The agreement is aimed at establishing an independent renewable energy supply system within the Daebul National Industrial Complex and supporting tenant companies in converting 100% of their electricity consumption to renewable energy (RE100). It is designed both to respond to carbon reduction requirements and to strengthen the competitiveness of the industrial complex.
Under the agreement, in the first half of this year a 3 MW solar power generation facility will be installed at the Daebul Water Purification Plant, and the electricity generated there will be supplied directly to KC Co., Ltd., a tenant company in the complex.
In particular, this project has been recognized by Korea Electric Power Corporation as an "on-site power purchase agreement (On-site PPA)." An on-site power purchase agreement is a method of supplying electricity within or adjacent to the power plant site. The Yeongam County case is significant in that, despite the distance of about 600 meters between the power plant and the consumption site, it is the first case in the country to be recognized as an expansion of the on-site range. It is expected to serve as a benchmark for expanding local production and consumption power trading in other regions.
Under the agreement, Korea Midland Power will participate as the lead organization and electricity supplier, taking charge of power supply, while Sejin Engineering Co., Ltd. will be responsible for constructing the power generation facilities. Yeongam County and Korea Industrial Complex Corporation will provide administrative support, including permits and approvals.
The county expects that once direct power trading is fully implemented, the renewable energy self-sufficiency rate of the Daebul Industrial Complex will rise from the current level in the 10% range to over 20%. In addition, it plans to introduce a shared pension scheme to guarantee investment participation in the power generation project by tenant companies and workers, and to establish a structure in which part of the profits is returned to the local community.
Until now, the Daebul Industrial Complex, a large-scale industrial complex centered on shipbuilding, has been regarded as an area in urgent need of carbon-neutral measures due to its high share of electricity consumption and greenhouse gas emissions. With global supply chains demanding RE100 compliance and the implementation of the Carbon Border Adjustment Mechanism (CBAM), securing renewable energy has emerged as an essential task for export companies.
In response, as part of the Smart Green Industrial Complex Promotion Project led by the Ministry of Trade, Industry and Energy and Korea Industrial Complex Corporation, the county has been pushing ahead since 2024 with the "Daebul Industrial Complex Energy Self-Sufficiency Infrastructure Construction and Operation Project." A total of 33.2 billion won, including 20 billion won in national funds, will be invested by 2027 to sequentially implement the construction of new and renewable energy infrastructure, the introduction of an integrated energy management system, and support for RE100 implementation.

Woo Seunghee, county governor of Yeongam County, said, "This agreement is the first step in realizing the Jisanjiso policy, under which energy produced in the region is consumed in the region," adding, "We will achieve a Yeongam-style grand energy transition by supplying renewable energy to local companies at reasonable prices and providing a solar pension to county residents."
