This resolution was prepared to resolve citizens' suffering and safety concerns caused by severe congestion on the Gimpo Goldline. Through the resolution, the council strongly urged that, in the government's preliminary feasibility study (pre-feasibility study) process, not only simple "economic feasibility" indicators but also citizens' basic right to transportation and their life and safety must be reflected as key evaluation criteria.
During this extraordinary meeting, which was held over a nine-day schedule, a total of nine agenda items covering the overall municipal administration were handled in addition to the Line 5 resolution. Of particular note was the amendment to the "Gimpo City Private Investment Project Ordinance."
According to the amendment, from now on, private investment projects promoted in Gimpo City will be subject to a clearly stipulated reporting procedure to the city council throughout the entire process. This is interpreted as an expression of the council's intention to strengthen its oversight and checks on large-scale projects that could have a significant impact on the city's finances.
In the subsequent five-minute free speech session, a series of policy proposals were made on major pending issues in the region.
During the five-minute free speech session, issues such as the appropriateness of the cost-sharing structure for the Line 5 extension project and the need to shift the resource circulation system due to delays in the construction of the metropolitan incineration plant were raised.
