Jeon Yeonkyu Publishes "30 Years of Redevelopment and Reconstruction"
The Metropolitan Area Reconstruction and Redevelopment Association announced on January 11 that Jeon Yeonkyu, CEO of Girin Judicial Scrivener Corporation, has published a new book titled "30 Years of Redevelopment and Reconstruction - The Five Laws That Changed Existing Urban Areas."
This book provides a comparative analysis and practical commentary on five laws applied to the maintenance of existing urban areas: the Urban Maintenance Act (Dojung Act), the Urban Renewal Promotion Act (Dochok Act), the Urban Regeneration Act, the Vacant Houses Act, and the Special Act on Aging Planned Cities (Notuk Act). It covers procedures and key issues in the early stages of projects, from establishing the basic maintenance plan to forming the promotion committee and obtaining approval for the establishment of associations.
In the book, CEO Jeon points out that commonly used terms like "New Town" or "Moa Town" are not legal names but Seoul city brand names, emphasizing that the legal frameworks applied to each project differ. The book introduces new techniques being used in the development of existing urban areas, such as the rapid integrated planning redevelopment in Gangnam District and the station area revitalization project in Seocho District. It is evaluated as a guidepost for readers who find it difficult to navigate the direction of their projects amid various regulatory hurdles.
CEO Jeon stressed, "Projects regulated by law must be resolved by law," and emphasized the need to institutionalize measures to simplify procedures and reduce maintenance project costs through legal consulting from the early stages of a project.
CEO Jeon is an expert who has participated in large-scale maintenance projects in major areas such as Gangnam, Seocho, and Songpa for 27 years since 1999. He has been involved in major reconstruction projects including One Bailey (Shinbanpo 3rd and Banpo Kyungnam), Dunchon Jugong Apartments, and Gaepo 1st Complex. He is currently serving as an advisor for projects such as Apgujeong 3rd District and the integrated reconstruction of Gaepo 6th and 7th Jugong complexes.

CEO Jeon is also the Secretary General of the Metropolitan Area Reconstruction and Redevelopment Association and lectures on real estate public law (redevelopment and reconstruction) at the Korea Judicial Scrivener Association Training Institute. This new book is expected to be followed by a sequel covering architectural review, project implementation plans, and management disposition plan approvals.
