On the afternoon of November 27, at the construction site of the Changdong Private Station, where the final stages of construction are underway, Oh Eonseok, Mayor of Dobong District, wearing a safety helmet, meticulously inspected the site with construction officials. Throughout the building, which has reached a construction progress rate of 93.2%, workers were busily carrying out finishing touches in preparation for completion in March next year.
"This is where the basement level 1 food and bakery stores will be located. The third floor will house miscellaneous goods and retail shops, the fourth and sixth floors will feature clothing and sports stores, and the eighth and ninth floors will be home to specialty restaurants and a food court." Mayor Oh's explanation reflected his anticipation for the revival of this space after 12 years.

The Changdong Private Station project was initiated in 2007, but construction was halted in November 2010 due to management corruption at the developer, leaving the site abandoned as an eyesore for over a decade. The project took a turn in 2021 when Changdong Station Diot, a clothing wholesale mall formed by Dongdaemun merchants and backed by an investment of 110 billion won, took over the business following the Seoul Bankruptcy Court's approval of corporate rehabilitation.
Mayor Oh has been dedicated to resolving this issue since taking office in July 2022. Dobong District's intervention also led to an agreement between Korea Railroad Corporation (KORAIL) and Seoul Metro regarding the distribution of fare revenue at the ticket gate. At that time, Mayor Oh met with both the Minister of Land, Infrastructure and Transport and the Prime Minister to request cooperation in resolving disagreements over the ticket gate installation, which ultimately led to a resolution.
As of the end of November this year, construction progress at Changdong Private Station stands at 93.2%, with completion scheduled for March next year. The building will consist of commercial and transportation facilities from two basement levels up to the tenth floor, and the leasing rate has reached 98%. Each floor will feature a diverse range of facilities, including food and beverage, clothing, sports, and hospitals.

Just 500 meters from Changdong Private Station, the construction site of Seoul Arena, which Prime Minister Kim Minseok visited in person on November 25, is also bustling with activity. The largest K-pop dedicated performance venue in Korea, with a capacity of over 28,000 people, is taking shape.
Since breaking ground in July last year, Seoul Arena has reached nearly 40% completion in just one year, progressing ahead of schedule. During his visit on November 25, Prime Minister Kim Minseok stated, "When the arena is completed in 2027, it will become a key hub for Hallyu," and promised that the government would work together to address transportation and accommodation issues. On the same day, Mayor Oh directly requested the Prime Minister to establish local transportation measures for the activation of Seoul Arena and to expedite the groundbreaking of the GTX-C line in the Seoul metropolitan area.
The complex cultural facility will include a main performance hall with a capacity of up to 28,000 people, a medium-sized venue accommodating up to 7,000 people, a movie theater, and commercial facilities. Kakao is the main investor, and Hanwha Construction is in charge of construction. Completion is scheduled for March 2027.
The combination of Changdong Private Station and Seoul Arena is expected to expand Dobong District's economic landscape. The district estimates annual visitors at 2.7 million. If these visitors spend on accommodation, food, and shopping in Changdong, the economic ripple effect is projected to reach several hundred billion won, with approximately 9,000 jobs expected to be created.
Expansion of Transportation Infrastructure with GTX-C Opening
The transformation of Dobong District does not stop here. With the confirmation that the GTX-C line will stop at Changdong Station, transportation accessibility is expected to improve dramatically. Once the GTX-C opens, travel time from Changdong Station to Samseong Station will be reduced to 14 minutes.
Seoul Housing & Communities Corporation (SH Corporation) has selected the winning design in the international competition for the Changdong Station Complex Transfer Center and is pushing forward with the project, aiming for completion in 2029. The convenient transfer connections between the GTX, subway, and bus terminals are expected to contribute to the revitalization of the entire Changdong urban regeneration project.
The district is currently carrying out administrative procedures to establish the 'Changdong Station Area Housing Development District Unit Plan' and is preparing an integrated urban management master plan linked to the development of the Changdong area. This infrastructure is expected to serve as the foundation for expanding Dobong District into a major business hub in northeastern Seoul.
