Insurrection Reporting Center to Operate Temporarily
On November 21, the Office for Government Policy Coordination announced that it had completed the formation of the "Constitution Respect Government Innovation Task Force" and officially commenced its activities.
The main purpose of the Task Force is to oversee and manage the activities of the individual task forces operating within each institution under investigation, ensuring that their work proceeds swiftly. To enhance the fairness and objectivity of the investigation, the Task Force consists of an external advisory group (four members) and 20 staff members from the Office for Government Policy Coordination (including those holding concurrent positions) who provide practical support. Moving forward, the Task Force will handle overall process management, conduct its own investigations, and operate a reporting center, among other responsibilities.

View original imageThe external advisory group is made up of four experts in their respective fields: military (Lim Taehun, Director of the Military Human Rights Center), police (Choi Jongmoon, former Chief of Jeonbuk Provincial Police Agency), law (Kim Jungmin, lawyer), and organization and personnel management (Yoon Taebeom, Professor at Korea National Open University). These advisors will review and provide opinions on the investigation processes and results related to the military and police as allegations arise. They will also offer advice to ensure there are no investigative flaws and that process management is appropriate from an organizational and personnel perspective.
On this day, the Office for Government Policy Coordination held an appointment ceremony for the external advisory group, presided over by Yoon Changryul, head of the Task Force and Director of the Office for Government Policy Coordination. The advisors' term will run until February 13 of next year.
The Insurrection Reporting Center, operating within the main Task Force, will accept reports via direct visit, mail, telephone, and email. It will review the credibility of reports and forward information that requires investigation to the relevant institutions. The Center will guarantee the anonymity of informants to prevent any disadvantage to them, and to avoid indiscriminate reporting, it will operate only temporarily until December 12. Each institution’s task force will also establish its own reporting center.
The individual institutional task forces were finalized on this day and will begin full-scale operations starting next week. The main Task Force plans to compile and soon release the status of the formation of these institutional task forces and reporting centers. After reviewing the fairness and appropriateness of the composition of each institutional task force, any areas identified for improvement will be communicated to the relevant institution, and follow-up measures will be monitored.
Director Yoon stated, "The purpose of the Constitution Respect Government Innovation Task Force is, above all, to swiftly restore constitutional order and promote unity and stability within the public service sector," adding, "The Office for Government Policy Coordination will take responsibility for ensuring that the investigation processes and results of each institutional task force are sufficiently objective, fair, and persuasive from the perspectives of both the public and public officials."

Previously, the Office for Government Policy Coordination announced the formation of the Constitution Respect Government Innovation Task Force and stated its intention to conduct a comprehensive investigation into all 49 central administrative agencies, excluding those directly under the President and independent agencies, regarding any acts of participation or cooperation in the December 12-3 emergency martial law-related insurrection. In particular, it identified 12 agencies-including the Joint Chiefs of Staff, the prosecution, the police, the Office for Government Policy Coordination, the Ministry of Economy and Finance, the Ministry of Foreign Affairs, and the Ministry of Justice-as key targets for intensive inspection.
