The United States is once again initiating discussions to end the war in Ukraine. The Donald Trump administration is reportedly coordinating a ceasefire proposal with Russia behind the scenes, while also dispatching a high-level military delegation to Ukraine.
On November 18 (local time), the US online media outlet Axios reported that the Trump administration is secretly discussing a new peace initiative with the Russian side to bring an end to the war in Ukraine.
According to the report, this initiative consists of 28 items across four areas: the Ukrainian peace framework, security guarantees, European security, and the future relationships among the United States, Russia, and Ukraine.
Axios stated that Steve Witkoff, President Trump's special envoy, has been holding extensive consultations with Kirill Dmitriev, Russian President Vladimir Putin's special envoy for foreign investment and economic cooperation, regarding this initiative. The two reportedly met in Miami, Florida, from October 24 to 26, focusing their discussions on the peace proposal.

View original imageRegarding this, Dmitriev, the Russian envoy, told Axios, "This time, I feel that Russia's position is truly being reflected."
Axios reported that, according to Dmitriev, the significance of this initiative lies in formulating a proposal based on the principles agreed upon by the US and Russian leaders during their August meeting in Alaska, with the aim of "resolving the conflict in Ukraine, restoring US-Russia ties, and addressing Russia's security concerns."
The US side is also said to be explaining this initiative to Ukraine and other European countries.
The response or stance of the Ukrainian side regarding this initiative has not been clearly disclosed.
According to a Ukrainian official, Witkoff, the US special envoy, met with Rustem Umerov, Secretary of the Ukrainian National Security and Defense Council, in Miami earlier this week to discuss the peace initiative currently under negotiation with Russia. The official told Axios, "We know the Americans are working on something," but declined to provide further details.
There have also been reports that President Trump has urgently dispatched a delegation composed of senior officials from the US Department of Defense to Ukraine. According to the Wall Street Journal, Army Secretary Dan Driscoll and two four-star generals are scheduled to visit Ukraine and meet with President Volodymyr Zelensky.
US government officials stated that their mission is to resume peace negotiations for the war in Ukraine on behalf of President Trump. After visiting Ukraine, the delegation also plans to visit Russia to meet with local officials.
