School Violence Committee Orders Perpetrator's Transfer
A serious case of school violence occurred at a middle school in Gyeonggi Province, resulting in the perpetrating student being transferred to another school.
According to the Gyeonggi Provincial Office of Education and other sources on August 21, a first-year middle school student, referred to as Student A, committed extremely severe acts of school violence against a total of seven students, including classmates and students from other classes, in classrooms and around the school from March to June of this year. The incident came to light after the victims reported it to the school.
After receiving the report on June 24, the school separated Student A from the victims by suspending his attendance starting the next day until the start of summer vacation. On July 30, during the vacation period, the School Violence Countermeasures Deliberation Committee (commonly known as the School Violence Committee) convened and decided to transfer Student A to another school. It was reported that the transfer was completed on August 20. While the committee can impose penalties up to expulsion, transfer is effectively the most severe punishment for elementary and middle school students, as compulsory education laws apply.
The case was also posted as a petition on the National Assembly's e-petition platform. The petitioner, who identified themselves as a family member of a victim, claimed, "The perpetrator boasted that his parents were members of the school management committee and that no one could touch him," and insisted, "The eligibility of the perpetrator's parents should be re-examined, and parental responsibility should be strengthened."

An official from the provincial office of education stated, "After the committee's deliberation, there was a delay in the transfer process because Student A's side did not fully complete the required paperwork. However, we prioritized the protection of the victims and proceeded with the transfer as quickly as possible, even if some documents were incomplete."
