Dobong-gu (Mayor Oh Eon-seok) has passed the budget for the introduction of the step-based salary system for community sports instructors, which was submitted to the district council, through the Budget and Accounts Special Committee review.
With this, if the budget is finally approved at the district council plenary session on the 20th, Dobong-gu will become the first among the 25 autonomous districts of Seoul to introduce and implement the step-based salary system for community sports instructors.
The implementation date is from January 1, 2025.
Until now, community sports instructors have not been recognized for their work experience and have received the same base salary regardless of whether they are in their 10th year or 1st year, leading to a consistently raised issue that this unfair pay system undermines the morale and efficiency of community sports instructors.
In response, a district official stated, “This budget for introducing the step-based salary system for community sports instructors was requested to improve the unfair pay system that pays a fixed base salary regardless of years of service.”
Earlier, in the first supplementary budget review in June this year, the district also conducted in-depth discussions on the introduction of the step-based salary system.

Oh Eon-seok, Mayor of Dobong-gu, said, “The introduction of the step-based salary system is an essential matter to boost the morale of community sports instructors, whose motivation has declined due to the unfair pay system and high work intensity, and to provide incentives for long-term service. I sincerely hope it will be approved as originally proposed at the plenary session.”
