Exemption of Preliminary Feasibility Study Planned for 15 New National Industrial Complex Candidates, First in Regional Areas

On the 26th, Uljin-gun, Gyeongbuk Province, attended the new national industrial complex occupancy agreement ceremony held at the 4th-floor conference room of Seoul Station, where they signed occupancy agreements with the Ministry of Land, Infrastructure and Transport (Minister Bang Sang-woo), Gyeongbuk Province (Governor Lee Cheol-woo), Korea Land and Housing Corporation (President Lee Han-joon), and representatives of companies wishing to move into the Nuclear Hydrogen National Industrial Complex.

View original imageThis occupancy agreement ceremony was a follow-up measure to the ‘Exemption from Preliminary Feasibility Study for Uljin·Goheung National Industrial Complex’ announced at the Emergency Economic Ministers’ Meeting (February 14). It was conducted to promote the exemption of the preliminary feasibility study for the Uljin·Goheung National Industrial Complex, the first among the 15 newly designated national industrial complex candidate sites announced on March 15 last year in the local regions.
On this day, Uljin-gun, together with the Ministry of Land, Infrastructure and Transport and Gyeongbuk Province, signed occupancy agreements with companies scheduled to move into the Nuclear Hydrogen National Industrial Complex, including GS Construction, Samsung E&A, Lotte Chemical, GS Energy, Hyosung Heavy Industries, and BHI, laying the foundation for the exemption of the preliminary feasibility study for the Uljin National Industrial Complex.
Going forward, the Nuclear Hydrogen National Industrial Complex project will swiftly proceed through follow-up measures such as Cabinet approval and confirmation of exemption from the public institution’s preliminary feasibility study, aiming to complete the exemption within this year. Through this, the administrative procedure period until the commencement of the national industrial complex construction is expected to be shortened by several months.
The Nuclear Hydrogen National Industrial Complex is a large-scale industrial complex covering approximately 1.52 million square meters (about 460,000 pyeong) with a budget of about 400 billion KRW. It is expected that the construction and operation of the Uljin National Industrial Complex will generate economic effects exceeding 17 trillion KRW and create employment effects for more than 37,000 people.
In particular, it is expected to become a core industrial hub leading not only the economic effects unique to Uljin-gun but also the national economy and regional balanced development.
The county aims to establish a foundation for the large-scale production of economically viable clean hydrogen by supplying nuclear clean power to the national industrial complex, as it is the region with the highest number of nuclear power plants in the world, including Shin-Hanul Units 3 and 4, totaling 10 reactors.
Additionally, for the sustainable development and energy independence of the Republic of Korea, the county plans to foster a full-cycle clean hydrogen industry covering storage, transportation, and utilization of clean hydrogen.
To successfully promote the Nuclear Hydrogen National Industrial Complex, the county will promptly prepare support measures for resident companies, including institutional improvements for large-scale clean hydrogen production, designation of national advanced strategic industry specialized complexes, hydrogen specialized complexes, and opportunity development special zones. Along with operating a dedicated organization, it plans to support corporate growth and development with the best incentives.
