Resolving Tax-Related Citizen Complaints... Incheon City Council Passes 'Village Tax Advisor Operation Ordinance' in Plenary Session
A legal foundation has been established to resolve the tax-related difficulties of Incheon citizens and to provide various taxpayer services, including free tax consultations and education.
The Incheon City Council announced that the "Incheon City Village Tax Accountant Operation Ordinance," which was primarily proposed by Shin Dong-seop (National Party, Namdong 4), a member of the Administrative and Safety Committee, passed the plenary session of the 290th extraordinary meeting held on the 25th.
The ordinance includes provisions on the operation of village tax accountants in Incheon City, the roles of village tax accountants for citizens, matters related to the appointment of village tax accountants by district and county, including the number of appointees, dismissal of village tax accountants, the subjects eligible for tax consultations from village tax accountants, and the methods of consultation.
Although village tax accountants are already operating in Incheon City, the number of appointed village tax accountants varies by district and county, and in some districts and counties, only two village tax accountants have been appointed, raising concerns about effectiveness. Additionally, there are no clear standards regarding the consultation methods of village tax accountants, nor are there codified regulations related to the allowances for appointed village tax accountants.
Through this ordinance, it is expected that appointing more village tax accountants by district and county will increase the efficiency of taxpayer services provided to Incheon citizens and improve the quality of education and other services offered by village tax accountants.
Councilman Shin said, "Due to the annually changing tax-related laws and regulations, there is confusion, so it is necessary to fulfill citizens' right to know through education or services by tax experts," adding, "I hope this ordinance will help resolve the tax-related difficulties of Incheon citizens."
