Representative An Ho-young's Four Bills He Proposed Pass the Plenary Session
Laws on Integrated Management of Environmental Pollution Facilities... Guaranteeing Environmental Rights and Protecting the Rights of Socially Vulnerable Groups
[Wanju=Asia Economy Honam Reporting Headquarters Reporter Kim Han-ho] On the 30th, Ahn Ho-young, a member of the National Assembly Environment and Labor Committee from the Democratic Party of Korea (Wanju, Jinan, Muju, Jangsu), announced that four bills he sponsored were passed at the plenary session held on the 29th.
The bills passed at the plenary session that he sponsored include the "Act on the Activation and Support of Environmental Education," the "Act on Integrated Management of Environmental Pollution Facilities," the "Employment Insurance Act," and the "Act on Worker Participation and Cooperation Promotion."
First, the "Act on the Activation and Support of Environmental Education" is a follow-up legislation to the "Basic Carbon Neutrality Act," which Ahn sponsored and passed. It mandates environmental education for elementary and middle school students to guarantee their right to environmental learning and to equip them early with the knowledge and capabilities to prevent and solve various environmental issues such as carbon neutrality, climate change, and fine dust, addressing the seriousness of climate change occurring worldwide.
Additionally, the "Act on Integrated Management of Environmental Pollution Facilities" includes provisions requiring the appointment of an integrated environmental manager for the installation and operation of emission facilities and prevention facilities, and mandates completion of integrated environmental management training for the installation and operation of such facilities.
Along with this, the "Employment Insurance Act" considers the issue of blind spots where labor providers such as artists and workers in special employment types do not receive maternity benefits due to differences in employment forms. It strengthens the rights of artists and labor providers by expanding the eligibility for maternity and miscarriage/stillbirth benefits to include not only currently insured artists and labor providers but also those who were previously insured.
Lastly, the "Act on Worker Participation and Cooperation Promotion" establishes provisions regarding direct, secret, and anonymous voting by the majority of workers, thereby providing a basis to secure the representativeness and democratic legitimacy of worker representatives.
Assemblyman Ahn Ho-young said, "It is very rewarding that legislative activities guaranteeing the environmental rights of the people and protecting the rights of socially vulnerable groups have yielded results in the form of law passage," and added, "I will continue legislative activities that listen to the voices of the people by actively visiting various sites and connecting them to legislation."
