From the end of September last year, Prosecutor Yoo led the Daejang-dong scandal task force, arresting former Seongnam Urban Development Corporation Planning Director Yoo Dong-gyu, Hwacheon Daeyu major shareholder Kim Man-bae, and lawyer Nam Wook. Shortly after the arrests, on the evening of November 4 last year, he violated quarantine guidelines by having the so-called 'split dinner' with other prosecutors and investigators, which led to controversy as several members of the investigation team subsequently tested positive for COVID-19. After being excluded from the investigation team due to this incident, Prosecutor Yoo submitted his resignation and was reassigned to the Suwon High Prosecutors' Office. Along with Deputy Chief Prosecutor Kim Tae-hoon (4th Division), he received a 'warning' from the Prosecutor General, but since it was a minor disciplinary action, his resignation was accepted without any disciplinary measures from the Ministry of Justice.
