Assemblyman Lee Byung-hoon: "Disaster-related complaints must be directly addressed by heads of administrative agencies"
Proposal for Partial Amendment to the Act on the Handling of Civil Complaints
[Asia Economy Honam Reporting Headquarters Reporter Yoon Jamin] A bill has been proposed that requires the head of an administrative agency to directly take safety measures in response to complaints reporting signs of disasters.
On the 7th, Congressman Lee Byung-hoon (Democratic Party of Korea, Gwangju Dong-gu Nam-gu Eul) announced that he had proposed a partial amendment to the "Act on the Handling of Complaints."
Under the current law, in the case of multiple complaints submitted with a petition, the head of the administrative agency such as the mayor or county governor is directly responsible for handling and managing them. However, for individual complaints, the relevant department head handles, transfers, or closes the complaint based on their judgment.
The delegation and approval regulations are intended to process the numerous complaints raised in the region quickly and efficiently, but there have been concerns that matters related to disasters and safety should be directly confirmed and addressed by the head of the administrative agency.
In fact, before the collapse disaster of a demolition building in Gwangju Metropolitan City on the 9th of last month, which caused 17 casualties, complaints about the dangers of the construction site were raised by local residents, but the administrative authorities were criticized for insufficient safety accident prevention.
The amendment stipulates that if a complaint received by local governments or others is related to the occurrence of a disaster or signs of a disaster, the head of the administrative agency such as the mayor or county governor who received the complaint must directly take safety measures, thereby handling disaster-related complaints more responsibly.

Congressman Lee said, "Complaints related to disasters or safety should be directly reported to and confirmed by the head of the local government, who should then take appropriate measures to prevent casualties in advance. Thorough management at construction sites is important, but institutional improvements are needed so that administrative authorities actively intervene in reports and complaints from citizens who discover signs of accidents."
