[Asia Economy Reporter Onyu Lim] The wave of reconstruction is intensifying in the Sanggye-dong area of Nowon-gu, Seoul. With Sanggye Jugong Complex 2 passing the preliminary safety inspection, the number of complexes in the Sanggye district facing detailed safety inspections has increased to seven out of sixteen. The inauguration of Seoul Mayor Oh Se-hoon, who pledged to revitalize redevelopment projects, has given momentum to reconstruction efforts, driving housing prices in the area to rise relentlessly.
According to the maintenance industry on the 7th, Sanggye Jugong Complex 2 received a conditional reconstruction D grade in the preliminary safety inspection conducted by Nowon-gu Office on the 5th. To proceed with reconstruction, a complex must receive a grade of D or lower among grades A to E. With this preliminary safety inspection passed, residents plan to pursue a detailed safety inspection in the second half of the year.
Completed in 1987, Sanggye Jugong Complex 2 is a mid-rise apartment complex consisting of 23 buildings with 15 floors each and a total of 2,029 households. It is located between Nowon Station and Junggye Station on Subway Line 7. The complex is composed solely of corridor-style small apartments ranging from 32 to 68 square meters (exclusive area).
With the addition of Complex 2, the number of complexes in Sanggye Jugong that have passed the preliminary safety inspection and are awaiting detailed safety inspections has reached seven: Complexes 1, 2, 3, 9, 11, 13, and 16. Complex 5 has completed designation as a maintenance zone, and Complex 6 received a D grade in the detailed safety inspection and is awaiting appropriateness review by public institutions.
Reconstruction efforts in the Sanggye-dong area have gained momentum since Mayor Oh's inauguration. Although the apartments in this area are over 30 years old and aging, they have been considered less viable for redevelopment due to relatively high floor area ratios and low housing prices. However, with Seoul housing prices soaring and Mayor Oh promising deregulation, investment demand has surged, changing the situation. Additionally, Seoul’s decision to designate major reconstruction areas such as Apgujeong-dong in Gangnam-gu, Yeouido-dong in Yeongdeungpo, and Mok-dong in Yangcheon-gu as land transaction permission zones, excluding Nowon-gu, has acted as a positive factor.
An official from nearby A Real Estate Agency (licensed) said, "Since the beginning of this year, as the number of reconstruction projects in this area has increased, housing prices have surged. The well-established educational infrastructure is attracting not only investors but also steady real demand."
The reconstruction fever is spreading to nearby Junggye and Hagye-dong, stimulating housing prices throughout Nowon-gu. According to the Korea Real Estate Board, the cumulative apartment price increase rate in Nowon-gu in the first half of this year was 3.80%, the highest among Seoul’s 25 districts. During the same period, the price increase rates in the Gangnam area were 3.05% in Gangnam, 3.31% in Seocho, and 3.54% in Songpa.

With the government easing loan regulations from this month for non-homeowners purchasing homes priced under 600 million won, demand for apartments in Nowon-gu, where mid- to low-priced apartments are concentrated, is expected to increase further. Lim Byung-chul, head of the research team at Real Estate 114, said, "Areas like Dobong, Geumcheon, Jungnang, and Nowon still have a high proportion of apartments priced under 600 million won. The easing of loan regulations for real demand buyers will continue to sustain interest in these areas."
