[Asia Economy Reporter Park Jong-il] On the 7th, Lee Seung-ro, Mayor of Seongbuk-gu, Seoul, participated in the ‘Expect Local Autonomy’ challenge, which supports the opening of the Local Autonomy 2.0 era, after being nominated by Roh Hyun-song, Mayor of Gangseo-gu.
The year 2021 marks the 30th anniversary of the implementation of local autonomy. While local autonomy so far has been centered on organizational autonomy focusing on the central and local governments (Local Autonomy 1.0 era), the upcoming Local Autonomy 2.0 era can be described as an era of resident-centered local autonomy based on the revised Local Autonomy Act, the capabilities and achievements demonstrated by local governments, and active resident participation.
The ‘Expect Local Autonomy’ challenge was first launched by the Presidential Committee on Local Autonomy to share hopes for the realization of resident-centered local autonomy, coinciding with the full revision of the Local Autonomy Act and the passage of the Local Police Act by the National Assembly on December 9, 2020, marking the official start of the Local Autonomy 2.0 era.
Participants take photos expressing their free opinions about the ‘Local Autonomy 2.0 era,’ upload them on their personal social networking services (SNS) such as Facebook or Instagram, and then nominate the next participant.

Mayor Lee Seung-ro, while participating in the challenge, stated, “I pledge to realize resident-centered local autonomy through field-oriented communication administration. The ‘Future 100-Year Seongbuk Declaration,’ proposed directly by residents in July 2020 as the direction Seongbuk should take, demonstrated a high level of resident autonomy capability. I reaffirm its value and support the opening of the Local Autonomy 2.0 era where residents are the protagonists.” He nominated Yoo Deok-yeol, Mayor of Dongdaemun-gu, Ryu Kyung-gi, Mayor of Jungnang-gu, and Park Joon-hee, Mayor of Gwanak-gu, as the next participants in the challenge.
