KCC to Establish Principles for AI Algorithm Transparency
[Asia Economy Reporter Koo Chae-eun] The Korea Communications Commission (KCC) is set to establish guidelines to prevent the negative effects of artificial intelligence (AI) algorithms, such as discrimination and bias.
On the 14th, the KCC announced that it will create the "Basic Principles for Enhancing Transparency in AI Algorithm Recommendation Services." This move comes in response to repeated reports of AI algorithms discriminating against Black people and women or producing biased data, highlighting the need for standards to ensure transparency and fairness. This is also why discussions on laws such as the "Digital Services Act" and the "Algorithm Accountability Act" are active overseas.
The KCC plans to form a consultative body composed of experts from academia, research institutions, and the legal sector to seek healthy development and improvement measures for AI algorithm-based recommendation services. They will draft a preliminary version through analysis of domestic and international cases. Afterwards, policy meetings and public hearings will be held with civic groups, industry, and academia to refine the draft, with the final version scheduled for release in May next year.

The "Basic Principles for Enhancing Transparency in AI Algorithm Recommendation Services" will be designed to allow service providers to voluntarily implement them, considering technological advancements in recommendation services and changes in the internet ecosystem. A KCC official stated, "By establishing these standards, we aim to enhance users' rights and promote the healthy and sustainable development of the internet ecosystem."
