This allows us to foresee the substantial strengthening of the status of basic councils and the realization of local autonomy.”
The full revision of the Local Autonomy Act, which was finally passed by the National Assembly's Legislation and Judiciary Committee and plenary session on the 8th and 9th, centers on the independence of personnel authority for councils, the introduction of policy support professional personnel, and the strengthening of local legislative authority. It applies not only to metropolitan councils but also extends to basic councils.
Jo Young-hoon, elected as chairman of the National Association of City, County, and District Councils on September 16, has been jointly responding with the four major local government councils to handle the full revision of the Local Autonomy Act. All 2,927 basic council members signed a petition demanding the independence of personnel authority for local councils, which was submitted to the National Assembly, among other efforts, to ensure the bill's passage.
